SUMMARY:China Economy Lecture featuring Panle Jia Barwick — From Free Rider to Innovator: The Rise of China’s Drug Development
DESCRIPTION:Speaker: Panle Jia Barwick\, Todd E. and Elizabeth H. Warnock Distinguished Chair Professor\, Department of Economics\, University of Wisconsin-Madison \n\n\n\nThis paper examines China’s transition from pharmaceutical “free rider” to global innovator over the last decade. In 2010\, China accounted for less than 8% of global clinical trials; by 2020\, it had surpassed the US in annual registered clinical trial volume. To study this transformation\, we compile a comprehensive\, synchronized database spanning the pharmaceutical drug development supply chain\, covering scientific publications\, clinical trials\, drug development milestones for China\, the U.S.\, and Europe\, alongside drug sales and government policies over the same period. We provide strong evidence that China’s rise was primarily driven by the National Reimbursement Drug List (NRDL) reform\, which dramatically expanded the effective market size for innovative drugs. We document a sharp rise in both the quantity (86% increase) and novelty of drug trials post reform\, with growth concentrated in reform-exposed disease categories\, first- or best-in-class drugs\, and among domestic firms. A decomposition exercise reveals that the NRDL reform accounts for 43% of the growth in oncology trial activity\, nearly doubling the combined contribution of upstream knowledge accumulation and talent flows (24%)\, while other government policies play a minor role. Finally\, dynamic gains from induced innovation exceed the reform’s static gains in consumer access to innovative drugs by threefold\, underscoring the importance of accounting for the reform’s long-run effects on innovation incentives in addition to near-term improvements in drug affordability. \n\n\n\nPanle Jia Barwick is the Todd E. and Elizabeth H. SUMMARY:China Economy Lecture featuring Yeling Tan — China’s Economic Security Growth Model\, and the US-China Security Dilemma
DESCRIPTION:Speaker: Yeling Tan\, Professor of Public Policy\, Blavatnik School of Government\, University of OxfordTraditional conceptions of export- or domestic investment–led growth no longer appropriately capture the dynamics shaping the Chinese economy. Rather\, China has adopted a model in which national security logic increasingly underpins economic policy. This talk will outline the main components of this growth model\, and then identify potential implementation challenges and tensions emerging from such a growth strategy. Finally\, it will discuss the ways these tensions might deepen the US-China security dilemma.  \n\n\n\nYeling Tan is Professor of Public Policy at the Blavatnik School of Government. She is also a non-resident senior fellow at the Peterson Institute for International Economics. \n\n\n\nHer research focuses on the political economy of globalisation\, development\, and policymaking\, with a focus on China and the Asian region. She holds a PhD in Public Policy and an MPA in International Development from Harvard University\, and a BA in International Relations and Economics from Stanford University. Prior to joining Oxford\, Professor Tan was an assistant professor of political science at the University of Oregon and a postdoctoral research fellow at Princeton University. She has also worked in the public and non-governmental sectors on a range of issues including economic development\, international security policy\, global governance and governance innovations.  \n\n\n\nProfessor Tan’s latest book is Disaggregating China\, Inc: State Strategies in the Liberal Economic Order (Cornell University Press Studies in Political Economy)\, which has been awarded the Peter Katzenstein book prize and the Georgetown Joseph S. Lepgold book prize. Her articles have been published in Comparative Political Studies\, the Review of International Organizations\, International Studies Quarterly\, the China Journal\, Governance\, and Global Policy. Professor Tan’s earlier books include China Experiments: from Local Innovations to National Reform (Brookings Institution Press) and Asia’s Role in Governing Global Health (Routledge).Professor Tan has also written for Foreign Affairs\, Foreign Policy and Bloomberg Opinion. \n\n\n\n\n\n\n\n\n\n\n\nVenue

SUMMARY:China Economy Lecture featuring Jazmin Sierra — Going Out to Catch Up: China and the Globalization of State-Led Development
DESCRIPTION:Speaker: Jazmin Sierra\, Assistant Professor of Political Science\, Kellogg Institute Faculty Fellow\, University of Notre DameChina’s rise is often told as a story of opening to foreign capital and becoming the workshop of the world. But opening up also set in motion a less familiar transformation: China began to globalize state-led development itself. Rather than confining industrial policy to investments within its national borders\, the Chinese state increasingly encouraged domestic firms to invest\, produce\, and acquire companies abroad in pursuit of development at home. \n\n\n\nGlobalized State-led Development: How States Support Firms at Home and Abroad (Cambridge Studies in Comparative Politics) traces the ideational and institutional foundations of this outward turn. Through experimentation and learning\, Chinese policymakers came to treat the internationalization of national firms as an instrument of structural transformation and repurposed state control over finance to support it. China unleashed capital abroad not only to secure commodities and expand geopolitical influence\, but also to gain market access in the United States and Europe and accelerate technological catch-up. Foreign acquisitions were especially important because they gave Chinese firms access to advanced technologies\, skills\, brands\, and distribution networks that were difficult to develop at home. \n\n\n\nComparing China and Brazil\, the book situates China’s strategy within a common developmental logic among late developers\, while showing how its distinctive legacies of state planning and authoritarian rule shaped the form and scale that strategy took. The comparison shows that late developers have changed the strategies for\, but not renounced the ambition of\, the structural transformation of their economies. In doing so\, the book brings the Chinese case into broader comparative debates about industrial policy\, state capacity\, and the changing nature of state-led development in an open global economy. \n\n\n\nJazmin Sierra is an Assistant Professor in the Department of Political Science and a Faculty Fellow at the Kellogg Institute for International Studies at the University of Notre Dame. Her book\, Globalized State-led Development: How States Support Firms at Home and Abroad\, is published by Cambridge University Press. Her research has appeared in Comparative Political Studies\, International Studies Quarterly\, Security Studies\, and Estudios Sociológicos\, and has been supported by the Social Science Research Council and the Smith Richardson Foundation.  \n\n\n\n\n\n\n\n\n\n\n\nVenue
