SUMMARY:Beyond Tariffs and Subsidies: Toward a New Framework for U.S. Industrial Policy
DESCRIPTION:Register now\n\n\n\n\n\n\n\nSpeaker: Y.S. Lee\,  West Virginia University College of Law \n\n\n\nThe United States has returned to tariffs and subsidies with renewed force\, seeking to rebuild domestic manufacturing\, promote strategic industries\, and counter geopolitical rivals such as China. This resurgence of industrial policy marks a sharp departure from the rule-based international trade order under the General Agreement on Tariffs and Trade and the World Trade Organization since 1947. Yet despite costly tariffs and hundreds of billions of dollars in subsidies\, the economic results remain uncertain\, while concerns over inflation\, trade conflict\, and market distortion continue to grow. Current debates in economics\, politics\, and trade law have focused largely on whether tariffs and subsidies are desirable. Far less attention has been paid to a more fundamental question: whether the United States possesses the legal and institutional capacity to implement industrial policy effectively. \n\n\n\nThis Article addresses that question through the General Theory of Law and Development\, a framework that examines how law\, broader legal frameworks\, and institutions shape economic and social transformation. It argues that contemporary U.S. industrial policy is structurally inadequate to achieve its stated objectives due to serious legal and institutional deficiencies undermining effective implementation\, coordination\, and policy coherence. These deficiencies also generate significant tensions with both domestic and international legal obligations\, as illustrated by the Supreme Court’s recent decision in Learning Resources\, Inc. v. Trump. The Article develops foundational elements of a new legal and institutional framework for industrial promotion grounded in international collaboration\, economic rationality\, and institutional coordination. \n\n\n\nA light lunch will be provided. His research topics include First World War Studies\, roles of Sports in China and the world\, history of US-China relations\, the idea of China\, among many others. He has served as a visiting professor at many prestigious institutions such as Harvard University\, Yale University\, Cambridge University\, the University of Melbourne\, and King’s College London. Oi is the William Haas Professor in Chinese Politics at the Department of Political Science and a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University. She directs the China Program at the Shorenstein Asia-Pacific Research Center and is the founding Lee Shau Kee Director of the Stanford Center at Peking University. In March 2022\, she was elected Vice President of the Association for Asian Studies\, serving as its President from March 2023 to March 2024. \n\n\n\nA Ph.D. in political science from the University of Michigan\, Oi first taught at Lehigh University and later in the Department of Government at Harvard University before joining the Stanford faculty in 1997. \n\n\n\nOi’s work focuses on comparative politics\, with special expertise on China’s political economy and institutions in the process of reform. Central-local relations in China are the core of her research. Employing a political economy perspective\, she has “followed the money”—first grain\, then taxes\, and most recently local government debt as a window into politics. \n\n\n\nDelving into China’s authoritarian resilience\, she co-edited a volume on how adaptive governance by local-level institutions has met the challenges and demands from an increasingly complex society that strain resources and the political system as the economy has grown exponentially. More recently\, she co-edited a volume that highlights the challenges China now faces after reaping record-breaking growth over the last 40 years by only tweaking the institutions that it inherited from the Mao period. Instead of tackling the most politically difficult part of the reform process\, leaders appear to be “going back to the future\,” relying on a playbook not seen since the Mao period. \n\n\n\nCurrently\, she is researching how local governments are coping after the collapse of land finance and the overhang from huge local government debt after COVID. Moving beyond her earlier work\, Oi also is engaged in a project that takes an institutional and micro-level approach to identify the key players and their interests as local governments seek to go global with the Belt and Road Initiative. \n\n\n\n\n\n\n\n\n\n\n\nVenue

DESCRIPTION:zoom registration\n\n\n\n\n\n\n\nSpeaker: Chunmei Du\, Professor\, Department of History\, Lingnan University\, Hong Kong; Associate\, Harvard University Asia Center  \n\n\n\nIn this rich history of everyday encounters between US soldiers and Chinese civilians\, Chunmei Du explores their entangled relations from the end of World War II to the founding of the People’s Republic of China. Drawing upon official\, popular and personal accounts from both countries\, Du examines the sensorial\, material\, and symbolic exchanges that took place between GIs and ordinary Chinese people-stall vendors\, pedestrians\, rickshaw pullers\, “Jeep girls\,” and suspected thieves. Through the conceptual lens of the everyday\, this book reveals how interactions such as traffic accidents\, sexual relations\, theft\, and black-market dealings\, impacted larger political dynamics during this pivotal era. Du shows how mundane struggles made imperialism and sovereignty tangible\, fueling anti-American sentiment. Meanwhile\, these encounters fostered informal diplomacy\, shaping identities and forging new bonds that left a lasting imprint on both countries. \n\n\n\nProfessor Du’s talk will be based on her book Everyday Occupation: American Soldiers and Chinese Civilians after World War II\, published by Cambridge University Press (2026). Whiting advances institutional economic theory with original survey and fieldwork data\, addressing two puzzles in Chinese political economy: how economic development has occurred despite insecure property rights and weak rule of law and how the Chinese state has maintained political control amid unrest. Whiting answers these questions by focusing on the role of illiberal law in reassigning property rights and redirecting grievances. The book reveals that\, in the context of technological change\, a legal system that facilitates reassignment of land rights to higher-value uses plays an important and under-theorized role in promoting economic development. This system simultaneously represses conflict and asserts legitimacy. Comparing China to post-Glorious Revolution England and contemporary India\, Whiting presents a critical new argument that brings the Chinese case more directly into debates in comparative politics about the role of the state in specifying property rights and maintaining authoritarian rule.  \n\n\n\nSusan H. Whiting (Ph.D. University of Michigan\, B.A. Yale University) is Professor of Political Science at the University of Washington. She is the author two books\, Illiberal Law and Development and Power and Wealth in Rural China\, both published by Cambridge University Press. She specializes in Chinese and comparative politics\, with an emphasis on the political economy of development.
