Zelda Zhao’s dissertation tackles the puzzle of bureaucratic overload in grassroots governance in China today. Her research develops in-depth knowledge of the operations of the Chinese party-state at the grassroots to better understand the institutional and organizational logic of the Chinese bureaucratic system. 

She will travel to China for a year of intensive fieldwork. Her research approach combines a structural-institutional perspective and an agent-behavioral perspective. For her project, she will collect quantitative data, conduct interviews, and hold focus group discussions.
