Wang Anshi’s New Policies included hotly debated military reforms, but little is known about how the new military system functioned in different regions. The Khara-Khoto manuscripts discovered in the early 20^th century allow us to explore how military reforms transformed territorial administration in Shaanxi from their initial introduction in the 1070s into the 1120s.
